I take you have a starter/generator set-up. The voltage the generator generate will go over 20 volt when the field terminal is grounded and there is no load. You could have a bad regulator or your armature could be bad. I would not throw parts at the sysrem because they are expensive. Find a place that rebuilds startes and alternators. They should be able to work on your starter/generator system.
