Bill,
I have no idea of its purpose but it was not used for the whole production run. Do you think Briggs was concerned about electrolysis between the steel point plate and the aluminum mag plate at that point in time? It will not hurt anything if you leave it out, in fact the chances of a better ground to the point set is much better. It was kind of a waxy paper material.
