Insulator under 6S breaker points?

Hi, I am restoring a 1954 Briggs Model 6S. During disassembly I noticed there was some sort of insulator or gasket installed under the base of the breaker point assembly, between it and the magneto plate. I can't tell what this is used for. It's not shown in the original maintenance manual and not supplied in either of two tune-up kits I have. It is dirty, old and brittle and I'm afraid it will get damaged during cleanup or if I try to remove it. Can't tell what material it is in order to reproduce it. Does anyone know what this is or if it's needed? Thanks
