clutch release problems

I have an AHH with clutch and reduction gears. The clutch never releases completely, so it is almost impossible to shift gears. If I kill the engine it then becomes easy to shift. I have turned the knurled adjuster all the way counterclockwise and it still won't completely release. I can shift from neutral to a gear and it will immediately start to move some and then is hard to shift back to neutral. This is most obvious when the tractor is under load such as grading. What to do?
