The governor just sets the speed that the engine runs, it does not affect how good the engine runs. It sounds like you are having a fuel problem. I would drain the fuel tank and clean the inside with a rag. Then, take the carb apart and give it a good cleaning. Your engine is simply "running out of gas", can't get enough to keep running at full speed.
